Hello Hrushikesh, the difference in the electronegativity carbon accquires a partial positive charge and x acquires a partial negative charge this results in some amount of dipole moment in the molecule and the molecule becomes polar.Due to this the c- x bond becomes reactive and when it cleaves or breaks it breaks as c+ & x-
