BCIM and CPEC are part of the BRI Initiative, not an initiative of BRI. I hope it will correct your doubt :)

China has proposed BCIM route as part of BRI though India never approved it. So its matter of interpretation that just by China's proposal BCIM can be part of BRI or not.
