Nope 2 statement is correct actually.the provision of Casting vote came after PITTS INDIA ACT OF 1784, when executive council member reduced to 3 (previously it was 4 in 1775 and including GOVERNOR total members in executive council 5 so voting by majority and no such provision of Casting vote in 1773 act) so total members in executive council was 4 including governor General after this act of 1784.so for majority 3 vote is needed so governor General of bengal empowered with casting vote. Only statement 1 is correct.

https://www.britannica.com/topic/Regulating-Act Casting vote exist in RA 1773 . Only veto not available. so statement 2 is wrong.
