Sir mostly teenagers are students and in this age they are neither children and nor adult sometimes they are treated as an adult and sometimes as a child and they also sometimes. So in this age they need the right path and right direction because they don't know where are they going and with whom they are making friendship. Here the responsibilities of parents, elders, and teachers become most important they should treat them just like a friend and should also keep watch on them where they are going, what they are doing and etc. And according to me an extra subject psychology should be added in their curriculum so that they can understand and get knowledge about the activity of their brain and can get the psychological support that is the need of this age. punishment should be categorised into retributive and reformatory. culprit should be checked by an expert psychologist for his/her mental state. if culprit have a feeling of repentance then only they should get punishment which is reformatory in nature. which try rehabilitation of accused in a different society (distance wise)

Yeah But we are grappling from a pathetic numbers of judges, there is inundation of cases and As Jatin said judiciary in stage of insurgency, It is difficult to even assume about a panel for each court.. More liberal law and order will definitely leads to increasing numbers of crime. But as a UPSC aspirants we need to think balanced ,,you know,,, So you are right :)

ethically ek insaan jo ki high position hold karta hai usse morally strong hona chiye but competitive exams mai logo ki eligibility , jo ki boli jaati hai wo check nahi hoti balki ability check hoti hai. ek tarah se ye hamare situation ke according sahi hai kyoki humare country mai population bahut high hai aur usse govern karne ke liye officers kam (due to lack of resources ). isliye based on their ability yes they should get their position. deserve is a broader concept hai jo ki ek judge ke requirement mai bhi ensure nahi kar sakte. psychiatrist ke pass aise procedure hote hai jisse wo logo ki subconscious mind mai kya hai ka andaza laga sakte hai. jisse ye pata chal sakta hai ki ek criminal ke acche insaan banne ki kya possibility hai.
