Page-l: Bihar, Meghalaya, Arunachal,T.N. get new Governors: Sarkaria Commission Recommendations: The person to be appointed as a Governor (i) should be an eminent person; (ii) must be a person from outside the State; (ii) must not have participated in active politics at least for some time before his appointment; (iv) he should be a detached person and not too intimately connected with the local politics of the State; (v) he should be appointed in consultation with the Chief Minister of the State, Vice-President of India and the Speaker of the Lok Sabha; (vi) His tenure of office must be guaranteed and should not be disturbed except for extremely compelling reasons and if any action is to be taken against him he must be given a reasonable opportunity for showing cause against the grounds on which he is sought to be removed. In case of such termination or resignation by the Governor, the Government should lay before both the Houses of Parliament a statement explaining the circumstances leading to such removal or resignation, as the case may be; (vii) After demitting his office, the person appointed as Governor should not be eligible for any other appointment or office of profit under the Union or a State Government except for a second term as Governor or election as Vice-President or President of India, as the case maybe; (vil) At the end of his tenure, reasonable post-retirement benefits should be provided.

India aims to partner with U.S. industry by borrowing best practices, technology and innovation, in exchange for providing U.S. companies with untapped investment opportunities in India. . As the fastest growing major economy in the world, India possesses USD 600-billion retail sector, of which 70 per cent is food retail.This market is set to triple by 2020. In addition, an average Indian spends almost 40 per cent of income on food.

New directions: Until recently, a system to verify and notify adverse reactions from products other than those recognised as drugs, under the Drugs and Cosmetics Act, did not exist. The centre has been envisaged as a part of India's larger efforts to regulate'nutraceuticals,' a category that didn't exist until recently . In a 2017 report, the Associated Chambers of Commerce and Industry of India estimated the global nutraceutical industry to be growing by about $15 billion annually. In India alone, it says the industry is worth more than $2 billion. . The Indian Council of Medical Research has recommended that dietary supplements such as multivitamins can remain out of the ambit of the Drugs and Cosmetics Act if they are within the recommended dietary allowance in a product. Recently, the government's reported attempts to amend the Drugs and Cosmetics Act to make a distinction between drugs and dietary supplements has seen the industry aver that vitamins should have the benefit of being defined as both a drug and food.

Cautioning against the duplication of assets by the three services,Vice-Chief of Air Staff Air Marshal said that jointmanship among the services was not just about joint operations but also about the optimal use of resources. e Since ours is a growing country and our budget is limited.We cannot afford duplicating capabilities. We cannot have an Air Force with the Army, an Air Force with the Navy and another Air Force. . His comments came against the backdrop of the Army aggressively pushing for its own dedicated fleet of attack helicopters. Recently, the Defence Acquisition Council (DAC) had approved the procurement of six AH-64 Apache helicopters from the US. In addition, Army Chief General Bipin Rawat recently called for the primacy of the Army in a tri-service environment. . The Army has put forward a demand for 39 Apache helicopters to equip all its strike Corps and the Government recently approved the acquisition of six. The IAF is already in the process of procuring 22 Apaches from an earlier deal.
.The Navy is expanding its fleet of carrier-based fighter aircraft. It is currently scouting the global market for 57 fighters, which will join the 45 Mig-29Ks in service to operate off the present and future carriers. Air Marshal Deo also put forward the IAFs opposition to the concept of theatre commands'. Observing that the area of operations are limited, he referred to the capabilities of the air assets in reaching long distances. . Opting for Theatre Military Commands would need dedicated allocation of combat air assets to each Theatre Military Command and rob the Indian Air Force of the flexibility to meet the China- Pakistan joint threat with depleted numbers. A potential conflict with a major military power like China will, in all likelihood, extend wel beyond the typical theatres into the domains of cyber, space, nuclear and covert capabilities. A more integrated response will be needed from the Indian armed forces
