The one rupee note is not issued by RBI. It bears the signature of Finance Secretary,Government of India. Apart from this, the coins are minted at government mints.
RBI is authorized to issue currency notes only. Currency coins are minted by the Gov. of India and RBI acts as an agent of Govt. of India for the distribution of the currency coins. I guess RBI is not authorized to issue the one rupee note either as it bears the signature of the Finance Minister and not of RBI Governor. Please correct me if I'm wrong. Thank you.
