January, 2015 at Panipat in Haryana. It is a tri-ministerial effort of Ministries of Women and Child Development, Health & Family Welfare and Human Resource Development. In the first phase, 100 districts with low CSR were selected for BBBP Scheme implementation for creating awareness and advocacy about the issue. During the last one year, the BBBP Scheme is being implemented under the overall guidance and supervision of concerned District Magistrate/Deputy Commissioners.
Seeing the overwhelming response by stakeholders in the form of various initiatives and innovations at the local level to the scheme, the Standing Finance Committee (SFC) in its meeting held on 5th January 2016 under the Chairmanship of Shri V. Somasundaran, Secretary, WCD approved the expansion of the Beti Bachao Beti Padhao scheme in additional 61 districts with low CSR for creating awareness and advocacy about the issue taking into account the performance of the scheme. The scheme has now been expanded to 61 districts. Union Government’s Sukanya Samridhi Yojna under Beti Bachao Beti Padhao (BBBP) campaign has begun in Jaunpur district in the state of Uttar Pradesh.

Prime Minister Krishi Irrigation Scheme (PMKSY) has started a national mission to improve agricultural productivity and ensure better utilization of resources in the country. It was inaugurated by Honorable Prime Minister Shri Narendra Damodarda Das Modi on July 1, 2015. With the aim of reducing the dependence of farming on the monsoon, the government has set a goal of watering every farm. In this scheme, three ministries, water resources, river development and Ganga revival ministry, Ministry of Rural Development and various water conservation of the Ministry of Agriculture, Storage and groundwater enrichment and water distribution related works have been consolidated. For the next five years, 50000 crores has been allocated and for this financial year (2015-16), an allocation of Rs. 5300 crores has been made.
Pradhan Mantri Fasal Bima Yojana was launched by Prime Minister of India Narendra Modi on February 18, 2016. Its main purpose is to give good medicines for the farmers’ crop, to give them good harvest of the crops, to give Rabi and to freshen up the crops of kharif. Farmers have to pay only the premium of only 2 percent for Kharif crops and 1.5 percent for Rabi crops. Premium of annual commercial and horticultural crops will be 5%.

Pradhan Mantri Jeevan Jyoti Bima Yojana

Pradhan Mantri Jeevan Jyoti Bima Yojana is a life insurance scheme launched in 2015 for people between 18 and 50 years of age with bank accounts. It provides a cover of Rs. 2 Lakh on natural death or death by accidents (term plan insurance).

Salient features of Pradhan Mantri Jeevan Jyoti Bima Yojana

Anybody who has an Aadhaar number with a linked bank account and falls in the age- bracket of 18-50 years can enrol for the same.
The annual premium for the scheme is Rs. 330 which has to be automatically debited from the subscriber’s bank account. Anyone can either renew the scheme annually or opt for the long-term provision in which case the amount will be automatically deducted from the
The scheme is being implemented by Life Insurance Corporation of India and all other major insurers in the country.

Pradhan Mantri Suraksha Bima Yojana

Pradhan Mantri Suraksha Bima Yojana is a life Insurance Scheme to provide insurance cover at minimal annual premium for death or disability by accidents.  The risk coverage of the scheme for accidental death or full disability is Rs. 2 lakhs and for partial disability is Rs. 1 lakh.

Salient Features of Pradhan Mantri Suraksha Bima Yojana

Anyone who falls in the age-bracket of 18-70 years can avail the benefit of this scheme and get enrolled. He should have a bank account linked with his Aadhaar card.
The annual premium is a meagre amount of Rs. 12. This is comparatively very reasonable as similar insurance in private sector would have a premium of Rs. 100, as per experts. The payments will be automatically debuted from the subscriber’s account annually.

All About PM SURAKSHA Bima Yojana & PM Jeevan Jyoti Bima Yojana (in Hindi)

Pradhan Mantri Jan Dhan Yojana (PMJDY) or National Mission for Financial Inclusion was launched on 28 August 2014 to ensure affordable access to financial services viz. Bank accounts, remittance, credit, insurance and pension.
Objectives

This scheme was launched to provide basic banking accounts to 7.5 crore unbanked people with RuPay debit card and overdraft facility (after six months).

Facilities

Thus the scheme provided:

A bank account with no minimum balance; and interests on deposits
Debit cards
Accidental Insurance Cover of Rs. 1 Lakh; life cover of Rs.30000/- payable on death of beneficiary.
The Swachh Bharat Abhiyan or Mission, launched on 2nd of October 2014, is so far the largest programme on sanitation by Indian Government. It has two sub-Missions viz. Swachh Bharat Mission (Rural) and Swachh Bharat Mission (Urban). While rural mission comes under the purview of Ministry of Drinking Water and Sanitation; the urban mission comes under Ministry of Urban Development.

Key Objectives

The basic objective is to provide sanitation facilities to every family, including toilets, solid and liquid waste disposal systems, village cleanliness, and safe and adequate drinking water supply by 2nd October, 2019. It will be a befitting tribute to the Father of the Nation on his 150th birth anniversary.

Following are the some important objectives of the Swachh Bharat Abhiyan:

To eradicate the system of open defecation in India.
To convert the insanitary toilets into pour flush toilets.
To remove the system of manual scavenging.
To make people aware of healthy sanitation practices by bringing behavioral changes in people.
To link people with the programmes of sanitation and public health in order to generate public awareness.
To build up the urban local bodies strong in order to design, execute and operate all systems related to cleanliness.
To completely start the scientific processing, disposals reuse and recycling the Municipal Solid Waste.
To provide required environment for the private sectors to get participated in the Capital Expenditure for all the operations and maintenance costs related to the clean campaign.

PMJDY and Supply Side Approach to Financial Inclusion

The scheme was based on a supply side model by improving the delivery systems.  Though these efforts did not make success in past, the government’s campaigning resulted in success of this scheme. The new scheme has tried to include each of them by bringing various facilities under one umbrella.

Pradhan Mantri Kaushal Vikas Yojana scheme has following components

National Skill Development Agency will coordinate and harmonize the skill development efforts of the Government and private sector to achieve the skilling targets and endeavor to bridge the social, regional, gender and economic gap.
National Skill Development Fund/Corporation provides skill development funding by either loans or equity and supports financial incentives to select private sector initiatives to improve financial viability through tax break etc.
National Board for Skill Certification would be an autonomous professional Board to conduct examinations, assessments and award national level certificates in compliance with National Skill Qualifications Framework for skill development courses in the country.
1500 Multi Skill Training Institutes would be set up through active participation of industries under Kaushal Vikas Yojana in unserved blocks and areas with emphasis on imparting technical skills to the youth.
Apprenticeship and Training: Organise, conduct and impart vocational training throughout the country, upgrading training infrastructure, opening of new Training Institutes, supporting State Governments for Skill Development and linking industries with training for gainful employment.
Skill Development and Entrepreneurship would create a favourable ecosystem for entrepreneurship development through entrepreneurship education and training , advocacy, easy access to various components of entrepreneurship ecosystem including mentor network, credit, incubator & accelerator, information platform, research etc.
Pradhan Mantri MUDRA Yojana has come as a boon for MSME (Micro, small and medium Enterprises) sector and is widely hailed as a robust measure to achieve inclusive growth. Objective of the Pradhan Mantri MUDRA Yojana

There are a lots of Scheduled castes, scheduled tribes and other backward classes entrepreneurs in the MSME sector. NSSO Survey 2013 suggests that there are 5.77 crore small businesses like manufacturing, trading or services. It is very difficult for these units to get finance from the scheduled banks as they have to go through a tight scrutiny, thereby defeating the purpose of refinancing them under funds released from SIDBI. Thus, only 4% of these units are able to get loans for their business needs and others are forced to land with money-lenders. The objective of this scheme to launch a Micro Units Development and Refinance Agency (MUDRA) Bank to support the entrepreneurs of the above mentioned  classes.

Status of Micro-finance in India

Micro-finance is an important tool in an economy like India where a million new workers are added to workforce every month especially in small businesses. These businesses comprise about 5% of the economy. The performance of India’s microfinance institutions is quite dismal. These institutions do not give loans beyond Rs.50,000 to a single person and the average amount given per account by Non-banking Financial Institution-Micro-finance institutions is Rs. 16,194. This figure is far below the funding requirements of first generation small entrepreneurs who are looking for amounts upto a few lakhs. India already has agencies which are involved in providing microfinance. These are:

National Housing Bank: It was set up in 1988 to refinance home loans and regulate housing finance companies
National Bank for Agriculture and Rural Development: It was set-up in 1982 by a law to regulate credit support, institutional development and encourage innovative initiatives in rural sector. It also promotes sustainable agricultural practices.
Small Industries Development Bank of India: It was set-up in 1990 to promote, finance and develop small and medium enterprises and provide them easy finance upto a limit of Rs. 1 Crore.
Proposed MUDRA Bank

MUDRA stands for Micro Units Development and Refinance Agency. The MUDRA Bank will be set up through as statutory enactment. The lending priority will be given to SC/ST enterprises. The bank has been allotted a Refinance Fund of Rs. 20,000 Crores from the shortfalls of Priority Sector Lending. It will regulate and refinance all MFI who lend to MSME engaged in small manufacturing, trade or services. It will partner all state/regional level coordinators to provide easy finance to even the remote investors. The primary functions of MUDRA Bank are:

Frame policy guidelines for micro/small enterprise MFIs
Registration of MFIs
Regulation of MFIs
Promoting and regulating responsible finance in favour of client welfare, remove indebtedness and provide proper protection principles and recovery methods
Accreditation and rating of MFIs
Promoting right technology solutions for problems faced by MFIs and borrowers.
Framing a robust architecture for Last Mile Credit Delivery to MSMEs under the umbrella of Pradhan Mantri Mudra Yojana.
The MUDRA Bank will be a powerful step to provide Refinance to Last Mile financers and borrowers. However, it may promote shadow banking and channelize MFIs away from the mainstream banking system. This may stand juxtaposed to the global trend which discourages shadow banking and let the main-line banking system address financing needs of all segments of society.
