संविधान के भाग XXI में अनुच्छेद 371 से 371-जे में बारह राज्यों के लिए विशेष प्रावधान हैं। , महाराष्ट्र, गुजरात, नागालैंड, असम, मणिपुर, आंध्र प्रदेश, तेलंगाना, सिक्किम, मिजोरम,अरुणाचल प्रदेश, गोवा और कर्नाटक। 
उनके पीछे इरादा राज्यों के आदिवासी लोगों के सांस्कृतिक और आर्थिक हितों को पूरा करना है या राज्यों के कुछ हिस्सों में परेशान कानून व्यवस्था से निपटने के लिए या राज्यों के स्थानीय लोगों के हितों की रक्षा करना।

ब्रिटिश प्रधान मंत्री बाल्डविन ने सर जॉन साइमन की अध्यक्षता में 7-सदस्यीय वैधानिक आयोग की नियुक्ति की घोषणा 8 नवंबर 1927 को (अनुसूची से 2 साल पहले) की, पूछताछ के लिए और नए संविधान के तहत भारत की स्थिति पर रिपोर्ट। यह रिपोर्ट मई 1930 में प्रकाशित हुई थी। इस समिति की सिफारिश को अगले कुछ बदलावों के साथ शामिल किया गया था 1935 का भारत सरकार अधिनियम
