A preposition must always be followed by a noun or pronoun in a sentence. 

It donot follow verb.

Question Tags will be asked for the confirmation. Either it's an affirmative Sentence or Negative Sentence. With the help of Auxiliary verb question tag is formed.

Example:
1. It is raining - Isn't it?
2. She can't sing - Can She?

When the Sentence is in affirmative question tag will be negative.

When the Sentence is in Negative Sentence question tag will not be in Negative form.
