One hundred years ago this day, on January 1, 1918, Mohandas K. Gandhi was in Ahmedabad. And — no surprise here — he addressed a meeting of residents in that city.
  One would imagine the meeting was about the Great War that was coming to an end or the battle for Swaraj which was just beginning under his leadership. But no, it was about – and again no surprise — something entirely different.
Three necessities: It was about securing three basic necessities which he spelt out as: “Air, water and grains.” He spoke in Gujarati and his key sentence was: Hava pani ane anaj e khorakna mukhya tattvo chhe (air, water and grains are essential to human nourishment).

1- For a wider pool- Clinical trials involving human subjects have long been a flashpoint between bioethicists and clinical research organisations (CROs) in India. Landmark amendments to the Drugs and Cosmetics Act in 2013 led to better protection of vulnerable groups such as illiterate people, but more regulation is needed to ensure truly ethical research.While CROs have argued that more rules will stifle the industry, the truth is that ethical science is often better science. The big problem plaguing clinical research is an over-representation of low-income groups among trial subjects. Sometimes CROs recruit them selectively, exploiting financial need and medical ignorance; at other times people over-volunteer for the money. 
2- The liberation of Goa- While Jawaharlal Nehru advised the U.S., the then Soviet Union, and other big powers to abjure force and work towards disarmament, he was himself faced with a dilemma in 1961: whether or not to use force to liberate Goa. It was an agonising decision for a person who adopted the Gandhian approach in international affairs.After Britain and France left India, it was expected that Portugal would leave too. But Portugal refused. Emphasising that it had been in Goa for centuries, Portugal said that the Goan Catholics would not be safe if it left.

Our Constitution doesn’t acquire its secular character merely from the words in the Preamble, but from a collective reading of many of its provisions, particularly the various fundamental rights that it guarantees.There was a point of time, perhaps, when we might have taken the idea of a secular, pluralistic India, tolerant of all sects and religions, as a position set in stone. But, incidents, especially since the early 1990s, have radically altered both reality and our imagination. That certain groups, including many within the political party presently in power at the Centre and in many States, actively believe in a different kind of India is today intensely palpable.

1- The ethics of excellence: Many will agree that academic research in India needs to be internationally competitive and our institutions feature in rankings lists. Global research and competition are now increasingly diverse and in this scenario, India rightfully wants to be an important player. In pedagogy too, we face a situation of enhanced expectations. There has been a rapid expansion with the setting up of more Central and State universities which includes more focussed institutions such as the Indian Institutes of Technology, Indian Institute of Science Education and Research, Indian Institutes of Management and National Institutes of Technology, enhancing the opportunities for high-quality teaching. Despite the impressive job being done, there is considerable room for improvement. 2- The money trail:-The Finance Ministry’s warning to potential investors in bitcoin and other cryptocurrencies has come at a time when a new, seemingly attractive investment area has opened up that few have enough information about.The price of bitcoin, the most popular of all cryptocurrencies, not only shot up by well over 1000% over the course of the last year but also fluctuated wildly. One of the main reasons for this volatility is speculation and the entry into the market of a large number of people lured by the prospect of quick and easy profits.

1-Among the multiple endings: Mr. Jadhav may well receive a presidential pardon, and be retuned to India. There may even be a spy barter, though this occurs mostly before their cases come up for trial and rarely afterwards. So long as there are spies among us, the script has many potential endings. Which one will we eventually get to see?
2-On the ledger:-  Eight months into the financial year, or until end November, the Union government’s fiscal deficit — the amount by which its expenditure exceeds revenue — had already overshot the year’s budget target by a significant ₹65,573 crore. And as in everything with numbers, there are several interesting insights to be had, some fairly straightforward and self-explanatory and others less obvious and disconcerting.
3-Questionable remedy:- The decision of the Lok Sabha to send the National Medical Commission Bill to a standing committee for a relook is the right one. First proposed in 2016, the Bill aims to overhaul the corrupt and inefficient Medical Council of India, which regulates medical education and practice.But despite its plus points, the NMC isn’t the game-changing legislation it could have been. One of its goals is to rein in corruption in the MCI through the greater distribution of powers.
4- Regaining the focus:- Recent history of the Indian Science Congress Association suggests that it most often makes news for matters other than science. Like the British Association for the Advancement of Science, now known as the British Science Association, it was meant to be a forum for scientists to present topical research, get funds and serve as a platform for science to reach out to the broader public.

1-Towards a genomics revolution:-n 1865, Gregor Mendel discovered the two laws of inheritance that are now named after him. Almost 90 years later in 1953, the work of James Watson, Francis Crick, Maurice Wilkins and Rosalind Franklin, deciphered the structure of the molecule — DNA — that stores our hereditary information and gets transmitted from parents to children over generations. At this point, in principle, the prospect of building individualised medicine based on the precise information stored in each human’s DNA (their genome) had come into view.
2- A new plateau: on India and China's bilateral ties:- In more ways than one, 2017 marked a turning point in India-China relations. If it began with India taking a strong stance against China’s ambitious Belt and Road Initiative (BRI), it ended with China tightening its grip on South Asia. And in between was the Doklam stand-off which underscored the challenges in this bilateral relationship in ways that few would have anticipated in recent years.

1- Money talks:- That the U.S. will continue to withhold $255 million in Foreign Military Financing to Pakistan this year suggests it is prepared to downgrade its ties with Pakistan further in an effort to hold it to account on terrorism. U.S. Ambassador to the UN Nikki Haley cited Pakistan’s “double game” of cooperating with the U.S. and harboring terrorists who attack its troops in Afghanistan.Mr. Trump’s own tweet, a day earlier, on January 1, was less temperate in its wording. He accused Pakistan of “lies and deceit” and of treating the U.S. leadership as “fools”.
2- Citizen count:- Prodded by an unrelenting Supreme Court Bench, Assam met its December 31 deadline for publication of the first draft of the updated National Register of Citizens. In the event, the list proved to be a draft of a draft, with 13.9 million cases remaining under scrutiny and names of only 19 million of the 32.9 million applicants making the cut.

1- Civil wrong, criminal act:The triple talaq Bill — the Muslim Women (Protection of Rights on Marriage) Bill — has come to the Rajya Sabha for consideration after a smooth sailing in the Lok Sabha on December 28. This is an ill-thought-out, hastily conceived legislation, exposing the dubious intentions of the BJP.
2- State of conflict :- The speed with which tension spread from Bhima-Koregaon, a village on the outskirts of Pune, on Monday to bring cities across Maharashtra to a shutdown by Wednesday, is a pointer to multiple failings. 
3- On a high:-Gobal stocks kicked off the new year by rallying to reach new lifetime highs. Major indices across the U.S., Europe, and Asia witnessed significant gains in the year’s first two trading days;the Indian bourses were slower to gain traction. The strong start suggests that stocks may be all set to carry on their momentum from 2017, which saw major indices offering solid double-digit returns to investors.

1- Evidence of fragility:- Five months after Chief Economic Adviser Arvind Subramanian predicted that economic growth was likely to be closer to 6.5% in the current fiscal year, the Central Statistics Office has forecast that the gross domestic product (GDP) would expand at precisely that pace in the 12 months ending in March.
2- Standing up for human rights:- In his new year message, UN Secretary-General António Guterres referred to the pervasive and large-scale infraction of human rights across the world as a global challenge that defies our vision of a humane and just world order.
The message is particularly relevant for us. This is because the torture of individuals in state custody remains a brazen human rights abuse that mocks our governance even as we claim human dignity as the end objective of the Indian state, with the Supreme Court affirming it as “an intrinsic value, constitutionally protected in itself” 
3- Re- examine the bill :- he winter session of Parliament saw more political positioning than appraisal of a legislation to make instant triple talaq a criminal offence. With the Muslim Women (Protection of Rights on Marriage) Bill pending in the Rajya Sabha, the best option would be to refer it to a select committee to help bring about a consensus on how to address the problem of talaq-e-biddat, as there is no serious opposition to the principle that it is morally abhorrent and legally impermissible.

Dark clouds across Asia :- What awaits the Asia-Pacific in 2018? Prospects appear, if anything, bleaker than was the case in 2017. More disorder, coming with increasing signs of a breakdown in inter and intra-state relations, is perhaps on the horizon. The Asian region is nowhere near achieving the kind of equilibrium that the Concert of Europe brought to 19th century Europe.

The age of crypto­economics:- The Finance Ministry recently issued a statement warning against investing in bitcoin and other cryptocurrencies (CCs). Likening CCs to ‘Ponzi schemes’, it linked them to terror-funding, smuggling, drug-trafficking, and money-laundering. The stern advisory came after three other warnings issued by the Reserve Bank of India.
 
Why the distrust?
Two aspects of the bitcoin phenomenon have attracted great interest:
the challenge it poses to states and central banks;
and the potential of its underlying technology to unleash a new wave of creative destruction.

Agriculture needs a reforms package:-
With rural economic anxieties acquiring a political voice, the expectation is that the Budget will focus on agriculture. For some time, the country has been in denial over the extent of the mess in the sector. 
Farm incomes are unattractive for a variety of reasons; the absurdity of policies features among them. The overriding objective of price stability, over time, has tilted farm policy in favour of the consumer, the numerically larger vote bank. Trade and price controls are highly restrictive, and mostly anti-farmer.

1-Question of equality:- The time has come to undo the judicial wrong done to homosexual individuals in 2013, when the Supreme Court upheld the validity of Section 377 of the Indian Penal Code, which criminalises gay sex.
 
A reconsideration of the flawed verdict in Suresh Kumar Koushal  is now in prospect. A three-judge Bench has opened up an opportunity to reconsider that verdict, which came to the disturbing conclusion that the LGBT community was just a “minuscule fraction” of the population and also ruled that those having sexual intercourse “against the order of nature” constituted a separate class on which the law could validly impose penal sanctions.
2- Avoiding roadkill:- The tragic death of Bajirao, one of India’s breeding tigers from the Bor reserve in Maharashtra, on a highway is a reminder that building unsuitable roads through wildlife habitats has a terrible cost. 
3- We the censors:- We have a pretty healthy tradition now of almost anyone and everyone taking exception to a film. In that sense, we are all equal rights censors. There are some groups which don’t like a film because of some very genuine reasons. These could range from an incorrect portrayal of an ancestor (fictional or otherwise), of a politician (living or dead), a religious figure (god forbid), a professional occupation (lawyers) and so on.

The map of rural deprivation:-With the Union Budget to be presented on February 1, it is hoped that the Finance Minister will make a significantly higher allocation for investment in infrastructure. It is vital for addressing rural distress.
 
 The Socio Economic and Caste Census (SECC) informed us that ‘landlessness and dependence on manual casual labour for a livelihood are key deprivations facing rural families’, which make them far more vulnerable to impoverishment.

1-Not by diktat alone:- By making it optional for cinema halls to play the national anthem before every show, the Supreme Court has at last removed the coercive element it had unfortunately introduced by an interim order in November 2016.
2- Not a criminal act:- There are striking similarities between the offence of ‘theft’ and ‘adultery’ under the Indian Penal Code. Encyclopedia of Diderot & d’Alembert, Vol. 1 (1751) also equated adultery with theft: “adultery is, after homicide, the most punishable of all crimes, because it is the most cruel of all thefts.”

The road still runs through Ramallah:
If there is a realpolitik calculation to be made, it is that India’s influence in West Asia cannot be squandered away so casually, and advocating the peace process with Mr. Netanyahu will be an important step. 
The road to India’s prosperity may well run through Jerusalem, but the road to its leadership aspirations on the world stage cannot bypass Ramallah either.

12th January Editorial: Israel-Palestine &India (in Hindi)

1-Ready for sale: The Union Cabinet has approved a series of changes in foreign direct investment norms as the government prepares to enter the last lap of its economic policy-setting phase ahead of the 2019 election. 
Key among these was the decision to allow up to 49% overseas ownership, including by a foreign airline, in Air India.
2- Towards stability:- A month after the Left Alliance secured a decisive victory in Nepal’s parliamentary elections, a government is yet to be formed in Kathmandu. The Alliance was forged just before the elections between the Communist Party of Nepal (Unified Marxist-Leninist) and the Communist Party of Nepal (Maoist Centre).

1- The ABC of the RTE:- Free and compulsory education of children in the 6 to 14 age group in India became a fundamental right when, in 2002, Article 21-A was inserted in the 86th Amendment to the Constitution.This right was to be governed by law, as the state may determine, and the enforcing legislation for this came eight years later, as the Right of Children to Free and Compulsory Education (RTE) Act, 2010, or the RTE Act.
2- A needless pursuit: Far more than gaining greater global recognition for Hindi is at stake here. As a country known for its linguistic pluralism, India should not give an impression on the global stage that it has one pre-eminent language. The government must not embark on this needless pursuit.

It is a development that is both momentous and unfortunate. The press conference held by four senior judges of the Supreme Court has exposed an unprecedented level of dissension in the top echelons of the judiciary.

1-A new weapon in the carbon fight: t is not usual to think of soils in the context of climate change. Policy is usually focussed on reducing greenhouse gas (GHG) emissions from the electricity sector, transport and industry. 
2- Problem of plenty:- There appears to be no end in sight to the cycle of boom and bust in the prices of agricultural goods. Over the last few weeks, across India the price of potatoes has fallen sharply after a year of bumper production. With the price of a kilogram of potato dropping as low as under a rupee in certain wholesale markets, many distressed farmers have left their produce to rot on the roads, and in cold storage facilities.
3- Restoring order in the court:-The darkest day in the history of the judiciary in independent India is January 12, 2018. On this day, in an unprecedented move, the four senior-most judges of the Supreme Court — Justices J. Chelameswar, Ranjan Gogoi, Madan B. Lokur, and Kurian Joseph — held a press conference and raised a banner of revolt against the Chief Justice of India (CJI), Dipak Misra.

16 Jan- SOC, Agricultural pricing & SC turmoil (in Hindi)

1- Following the grain trail:-India’s public distribution system (PDS) is in danger of being derailed in several States across the country. Recent disruptions of the PDS have taken different forms, from compulsory biometric authentication to so-called direct benefit transfer (DBT). The consequences are alarming, but tend to go unreported. 
2- The people connection:-Israeli Prime Minister Benjamin Netanyahu is accompanied on his visit to India by a large delegation drawn from the defence, cyber, and agricultural sectors; he intends to boost trade, investment, and tourism between the two nations.
3- All gore:-With animal rights activists at the head of the campaign against jallikattu, more attention seems to have been paid to cruelty to the bulls than the inherently dangerous nature of the bull-taming event, that puts both spectators and participants at risk.
4- Face the inevitable:-The sharp rise in bond yields has hit banks with losses on treasury operations dominated by sovereign bond holdings.
Rating agency ICRA believes the fall in bond prices on expectation of the Central government breaching its fiscal deficit target has led to banks suffering a loss on paper of over ₹15,500 crore in the quarter that ended in December.
5- Open trafficking:- ollowing the 2015 Nepal earthquake, the Ministry of Home Affairs said that human trafficking from Nepal to India witnessed “a three-fold jump”.

1- Talking over a law:-At this point of time, the proposed law is critical to start a frank public conversation around what the judiciary needs to restore public confidence. Such a public conversation is necessary to underline that the judiciary is part of a republican constitutional framework, not the preserve of lawyers and judges alone.
 An internal resolution will be its antithesis, which might defuse the present crisis, but will exacerbate the deeper wound.
2- No extra year:- Far from strengthening his position, Mr. Sirisena has ended up looking desperate to remain in office. He could have done without this setback to his image.
3- Left behind:-If there is one strong message from the findings of the Annual Status of Education Report (Rural) 2017, it is that the Right of Children to Free and Compulsory Education Act should cover the entire spectrum of 18 years, and not confine itself to those aged 6 to 14.

1- Dual duty: States have a twin responsibility: to protect free speech and preserve law and order.The state cannot choose between protecting freedom of expression and preserving law and order. It has a duty to do both.
2- Three States: election in a changing political landscape:Tripura, Nagaland and Meghalaya go to polls in a changing political landscape
The three States going to the polls in February are among the smaller ones in the country, but their political significance should not be underestimated.
3:-Towards solar-powered agriculture:-In the past few years, solar pumps have consistently piqued the interest of various bureaucrats and politicians. The Prime Minister spoke about solar pumps from the ramparts of the Red Fort in 2016. There is no shortage of ideas which the Centre, States, civil society organisations, and enterprises are adopting to enhance penetration of solar for irrigation. But how should India proceed with this impactful technology?

Signs of a geopolitical whirlwind:- A  sharper geopolitical competition in the region could also adversely impact the overall sub-systemic stability in the region: when hard-nosed geopolitics takes over, focus on infrastructure development, market access, development of regional organisations, and regional conflict resolution mechanisms is bound to suffer.
And that’s precisely what India needs to carefully consider; for unlike both China and the U.S., India is deeply invested in stability in South Asia.

20th Jan- US Pakistan relations (in Hindi)

1-A poor prognosis:-There is no doubt that the Medical Council of India (MCI) has outlived its utility and should be reformed or replaced. The remit for the proposed new body, the National Medical Commission, should be clear, direct and workable.A regulatory body should be expected only to regulate and not to formulate policy, which is the function of Parliament and requires inputs from a number of sources, preferably with different points of view.
2- On a new keel: Netanyahu's visit to India:-Mr. Modi is expected to visit Ramallah as well as meet Jordan’s King Abdullah II, who as the custodian of the holy sites in Jerusalem is leading peace efforts in the Arab world, and is due in New Delhi shortly. This would take forward India’s commitment to assisting in finding a just solution for the conflict. It will require using the leverage India has built over the decades among Israelis and Palestinians in order to join global and regional powers in pushing them back to the negotiating table.

1- The great American arms bazaar:-India’s robust defence partnership with Russia is a major irritant for American officials. If Mr. Trump manages to emphasise the commercial benefits of arms sales, and de-emphasise the strategic angle, it could lead to a change in the dynamics of the India-U.S. defence trade, and bilateral trade in general. India, always wary of military alliances, will be more comfortable with weapons purchases as commercial deals.
2-Capacity building for primary health care:- A contentious element of the National Medical Commission (NMC) Bill 2017 — an attempt to revamp the medical education system in India to ensure an adequate supply of quality medical professionals  proposes 
a joint sitting of the Commission, the Central Council of Homoeopathy and the Central Council of Indian Medicine.may “decide on approving specific bridge course that may be introduced for the practitioners of Homoeopathy and of Indian Systems of Medicine to enable them to prescribe such modern medicines at such level as may be prescribed.”

22nd Jan- American arms & NMC Bill (in Hindi)

1-Time for clarity:- Five months after the government claimed the victory of “quiet diplomacy” to bring the 73-day stand-off between Indian and Chinese troops at Doklam to an end, the contours of the actual agreement and events that have followed remain a mystery.
2- Profit and loss:- The Election Commission’s advice to the President that 20 legislators of the ruling Aam Aadmi Party in Delhi are liable for disqualification will inevitably invite legal and political scrutiny.
The party claims it was denied a hearing and alleges political motives behind the action. It has questioned the timing of the decision, just ahead of the Chief Election Commissioner’s retirement.Regardless of the charge of political malice, the correctness of the EC’s decision will be decided on legal grounds. 
3- A misleading story of job creation:-A recent research report titled “Towards a Payroll Reporting in India” authored by the Group Chief Economic Adviser of the State Bank of India and a professor from the Indian Institute of Management, Bangalore has caught the media’s and the Prime Minister’s fancy.

Getting back on the democratic path:Whatever our excuses, one cause is equally fundamental: the decisions shaping our destiny are themselves shaped by considerations increasingly unworthy of a serious nation. 
Yes, we are a difficult country to govern, none ever coped with so many competing diversities, rights and claims, in such huge proportions — and through democracy. 
This makes it all the more necessary to employ common sense, vision and judgment, balance and largeness, and above all reason. The less these matter to us, the farther back must we fall.

Natural partners in the Asian century:- As we complete two decades of the 21st century, a paradigm change in the global power structure is taking shape. Technology and size are causing this change. The physical size of a nation did not matter during the 19th and most of the 20th centuries. Britain, Germany, France and Japan leveraged their Industrial Revolution advantage on technology for armaments to become world powers despite their relatively small size.

1)ASEAN rising:-India and Southeast Asia need to move beyond summitry to deeper integration.As leaders of the 10 countries of the Association of Southeast Asian Nations gathered in New Delhi this week, India’s ties with ASEAN got a dose of both symbolism and substance.
2)The ASEAN embrace:- Prime Minister Narendra Modi used India’s Republic Day to host heads of state/government of the 10 members of the Association of Southeast Asian Nations (ASEAN). As India’s ‘Look East Policy’, matures into an ‘Act East Policy’, a strong relationship with ASEAN is no longer a policy option; rather it is an economic and strategic necessity.

1-Reform with caution — on criminal justice system:-The Centre must act on the Malimath report on criminal law revamp, but with due care
It is not a bad idea to revisit old committee reports with a view to considering their possible implementation.
However, such an exercise must be pursued with care and caution. 
The Centre’s decision to revisit the 2003 report of the Justice V.S. Malimath Committee on reforming the criminal justice system needs to be examined through the prism of civil rights.
2:-A risky recovery — on IMF's global growth predictions;- The IMF estimated that the global economy could accelerate to 3.9% in both 2018 and 2019, an upward revision of 0.2 percentage point over its previous estimates in October for both years, boosted by a cyclical recovery in global growth and the historic tax cuts in the U.S.
3:-Making our roads safe:- The Motor Vehicles (Amendment) Bill was passed by the Lok Sabha in 2017. If passed by the Rajya Sabha, it will be the first of its kind to extensively reform existing legislation on road safety, the Motor Vehicles Act, 1988.
