He is uglier than a rabid raccoon. How is he doing anything? He is uglier sure but he ain't doing anything to be ugly. So how is it a clause? Please do reply.

By doing a verb doesnt mean physical verb, it could be any other kind of verb as well. In the sentence, he is pronoun or noun and "is" is the predicate verb, hence this sentence qualifies to be a clause.
